Joint resolution to suspend temporarily the authority of the Interstate Commerce Commission to permit the abandonment of a line of railroad or the operation thereof.

Suspends the authority of the Interstate Commerce Commission to issue a certificate permitting the abandonment of a line of railroad or the operation thereof, until January 1, 1974. Prohibits such abandonment by a carrier by rail upon the authority of a certificate issued after April 1, 1972, and prior to January 1, 1974.
