Joint resolution proposing an amendment to the Constitution of the United States providing that the term of office of Members of the House of Representatives shall be 4 years, and for other purposes.

Constitutional Amendment - Provides that the House of Representatives shall be composed of Members chosen every fourth year by the people of the several States, and the electors of each State shall have the qualifications requisite for electors of the most numerous branch of the State legislature. Provides that the term of office of a Representative shall be four years.

Stipulates that if a Member of the House of Representatives is a candidate for the Senate of the United States for a term commencing in the calendar year in which a presidential term begins, the term of such Member shall end at noon on the third of January of the year in which such presidential term begins and the Member shall not be eligible to serve in the House of Representatives for two years from such date. States that, as soon as the Member becomes a candidate for the Senate of the United States, the executive authority of the State from which he was chosen as a Representative shall issue writs of election for a special two-year term for Member of the House of Representatives to fill the vacancy to be created by the candidacy of such Member.
