Constitutional Amendment - States that the twenty-third article of amendment to the Constitution is repealed.
Provides that for the purposes of choosing Senators and Representatives in the Congress of the United States and electors of President and Vice President, the territory comprising the District of Columbia shall be held and considered to be a part of the State of Maryland; and the residents of said District shall be considered as residents of the State of Maryland for the purposes of congressional apportionment and representation.
States that for purposes of voting in any primary or other election for Senators and Representatives in the Congress of the United States, and elctors for President and Vice President, residents of the District of Columbia shall be held and considered to be residents of the State of Maryland and subject to all the requirements of the laws of the State of Maryland for the conduct of the elections, and respecting the qualifications of voters prescribed by that State for such elections.
