Joint resolution reciprocity in U.S. territorial waters.

Provides that the territorial sea of the United States is established as extending three miles from the coastline. Provides that where a coastline nation claims more than three miles as territorial waters, the United States territorial sea shall be extended, up to twelve miles, so as to equal that claimed by such nation.
