A joint resolution authorizing a study of whether to create a corporation for profit to develop commercially feasible processes for the conversion of coal to crude oil and other liquid and gaseous hydrocarbons.

Authorizes the Office of Emergency Preparedness to contract for a study of whether to create a Synthetic Hydrocarbon Fuel Corporation to develop commercially feasible processes for the conversion of coal to crude oil and other liquid and gaseous hydrocarbons. Authorizes appropriations of $200,000 to carry out the purposes of this Act.
