Makes further continuing appropriations for fiscal year 1975. Provides for the funding of specified programs and activities within the Department of Health, Education, and Welfare, the Office of Economic Opportunity, the Cabinet Committee on Opportunities for Spanish Speaking People, and by the Commission on the Revision of the Federal Court Appellate System.
Provides for the funding of programs authorized by the Emergency School Aid Act, the Developmental Disabilities Services and Facilities Construction Act, and the Public Health Service Act.
Authorizes assistance to Israel, Egypt, Portugal and Portuguese colonies and to Palestinian refugees. Authorizes famine and disaster relief for Cyprus.
Sets limitations on the extension of military assistance to the government of Turkey.
