Expresses the sense of Congress that Special Prosecutor Leon Jawoski: (1) should proceed with whatever criminal investigation and legal action he considers to be appropriate with respect to the conduct of Richard M. Nixon from January 20, 1969, through August 9, 1974, including proceeding to any indictment or indictments which may be justified by evidence presented to the grand jury; and (2) should, at such time and in such manner as he deems to be proper and appropriate, release and make part of the public record whatever evidence he may have in his possession with respect to the conduct of Richard M. Nixon from January 20, 1969, through August 9, 1974; and (3) should seek a test of the legality of the pardon granted to Richard M. Nixon on September 8, 1974, in view of the agreement under which the President waived his constitutional powers to limit the independence of the Special Prosecutor.
