Makes it the sense of the Congress that the cooperative agreements recently entered into in Moscow marks a historic turning point in relations between the United States and the Soviet Union, and that the value goes well beyond the tangible scientific and technical benefits they should confer.

States the hope of the Congress that both the United States and the Soviet Union will move to implement these accords with commitment and dispatch.
