Declares that Richard M. Nixon is censured for moral insensitivity, gross negligence, maladministration, and the violation of his oath of office.

Expresses the sense of the Congress that, in the event Richard M. Nixon should voluntarily resign his position as President of the United States, no impeachment action would be further pursued in the Congress.
