Establishes the Joint Committee on Customs and Immigration Policy, and prescribes its membership.
Directs the committee to fully investigate the Bureau of Customs, the Bureau of Immigration and Naturalization Service, or any other Federal agency with responsibility for immigration and importation, to determine the feasibility of consolidating all such responsibilities in one agency under the Treasury or Justice Department.
Requires the Joint Committee to report its findings within a year and to cease to exist 60 days thereafter.
