Provides that, at the beginning of each session in each odd-numbered year, the members of the majority and minority parties shall each establish a policy committee for that party in the House and in the Senate.
States that it shall be the duty of each policy committee to report to the House from which its members are drawn the policy priorities of that House, as proposed by that committee, and such report shall be made no later than forty-five days after the establishment of such committee. Stipulates that each policy committee may make such reports thereafter to the House from which its members are drawn as it deems necessary. Directs that each such report from the majority party policy committee shall be referred to the legislative committees of the appropriate House. Provides that it shall be the duty of each legislative committee to give all matters in the report which are within the jurisdiction of such legislative committee prompt and full consideration.
States that the policy committees of each party shall make an annual report on the state of the Union as perceived by that party, to be delivered to a joint session of Congress not later than thirty days after the beginning of each session.
