Makes it the sense of Congress that the President should: (1) immediately initiate negotiations at the highest level of the Turkish Government to (a) prevent the resumption of opium production; or (b) assure that adequate control measures have been developed and implemented which would effectively safeguard the United States from a renewed flow of illicit opium and its derivatives originating in Turkey; and (2) if such negotiations prove unfruitful, exercise the authority provided by the Congress under the Foreign Assistance Act to suspend all assistance to the Government of Turkey.
