Concurrent resolution expressing the sense of Congress respecting Federal expenditures.

Makes it the sense of the Congress that: (1) the Congress should not appropriate or authorize nor should the President or the executive branch budget or expend any amount in excess of anticipated revenues for the oncoming fiscal year; and (2) the revenues expended should be apportioned, giving first priority to the peoples and institutions of the United States.
