Expresses the sense of the Congress that the United States should call an international conference to limit the sale of arms to the Middle East. States that, pending an agreement on reducing arms shipments to the Middle East, the President shall withhold further economic concessions to the Soviet Union and to other arms suppliers in Europe and elsewhere.
