Concurrent resolution expressing the sense of the Congress that the President should cease all trade negotiations with, and withdraw scientific, educational, and cultural exchange missions from, the Soviet Union, until such time as the Soviet Union demonstrates an effective relaxation of restraints on individual liberties.

Expresses the sense of the Congress that until such time as the Soviet Government both releases Alexander Solzhenitsyn from detainment and commits itself to a policy of deeds to cease and desist from the harassment of intellectuals, cultural, and religious minorities, and those seeking to leave and return to their country and to freely exchange information across frontiers, the President of the United States should immediately: (1) cease all trade negotiations between the United States Government, its instrumentalities, and corporations chartered in the several States of the United States, with the Soviet Union or instrumentalities thereof; (2) withdraw all United States scientific, educational, and culture missions and exchanges from the Soviet Union and refrain from proceeding further with any such missions or exchanges in the future; and (3) instruct our Ambassador to the United Nations to call for an emergency session of the Security Council thereof for the purpose of insisting upon an immediate enforcement in the Soviet Union of the Universal Declaration of Human Rights.
