Expresses the sense of Congress that Richard M. Nixon is censured and condemned for his publicly announced defiance of the judicial branch of the United States Government, for his breach of public trust in rescinding the absolute authority granted to the Attorney General in prosecuting the Watergate case, and for his defiance of a court order. Stipulates that such censureship shall not prejudice or preclude impeachment and trial.
