Makes it the sense of the Congress that the President should direct the Secretary to support the following positions at the forthcoming International Committee of the Red Cross diplomatic conference: (1) the application of the laws of war to guerilla warfare and to civil conflicts; (2) the prohibition of the use of weapons and methods of warfare which indiscriminately affect civilians and combatants; (3) the prohibition or restriction of the use of specific weapons (including delayed action weapons, incendiary weapons, fragmentation bombs, and high velocity projectiles) which cause unnecessary suffering; (4) the prohibition of attacking or destroying objects indispensable to the survival of the civilian population, and dams, dikes, nuclear generating stations, and other constructions containing potentially destructive forces; and (5) the establishment of measures for more effective compliance with the laws of war, including the creation of an impartial international investigating body (with authority to publish its findings) to supplement the existing protecting procedure of the International Committee of the Red Cross.
Requests the President to report to the Congress in writing concerning actions taken by him to carry out the policy of this concurrent resolution.
