Makes it the sense of the Congress that the Commission on Executive, Legislative, and Judicial Salaries should omit, in its report to the President, all recommendations for increase in the salaries of Senators, Members of and Delegates to the House of Representatives, and the Resident Commissioner from Puerto Rico, and should limit to 5.5 percent per annum any and all increases in the salaries of other executive, legislative, and judicial officials of the United States.
