Expresses the sense of the Congress that a moratorium be declared on any further abandonment of rail services or facilities within the United States until such time that appropriate investigations can be conducted to determine what might be done to continue such service where it is determined to be essential to the lessening of the fuel shortage, elimination of urban air pollution problems, and the continued growth and development of communities and industries. States that such moratorium shall remain in effect until at least June 30, 1974.
