Makes it the sense of the Congress that if during any period of one or more consecutive sessions of Congress an individual holding the office of Senator or Representative fails to be recorded in person on 75 percent of three hundred consecutive recorded or rollcall votes of the House of which he or she is a Member, taken during a session of the Congress, such office shall become vacant, and the Secretary of the Senate or the Clerk of the House of Representatives, as the case may be, shall notify the executive authority of the State from which such individual was elected of the vacancy.
