Concurrent resolution expressing a sense of moral outrage in the Congress over deliberate violations by the North Vietnamese government and the Vietcong of the Geneva Convention relative to the Treatment of Prisoners of War in regards to abuse of U.S. prisoners, and the deliberate refusal to account for missing U.S. servicemen, and expressing the sense of the Congress that no aid of any kind should be extended to the North Vietnamese government by any branch of the U.S. Government.
