Makes it the sense of the Congress that President Nixon be applauded and praised for ending United States involvement in the Vietnam war, including return of American prisoners of war and accounting for the missing in action.

Expresses the sense of the Congress applauding and praising President Richard Nixon for securing peace with honor in Vietnam, a peace which allows self-determination for the people of South Vietnam.

Makes it the sense of the Congress to applaud and praise the skillful negotiating of Doctor Henry Kissinger.
