A bill to limit the authority of the President to modify duty rates for national security reasons and to limit the authority of the United States Trade Representative to impose certain duties or import restrictions, and for other purposes.
Reclaiming Congressional Trade Authority Act of 2019
This bill requires the President, when modifying duty rates for national security reasons, to obtain congressional approval through a joint resolution for these modifications. The bill also gives Congress the authority to disapprove through a joint resolution certain duties or other import restrictions imposed by the U.S. Trade Representative.
Referred to the Committee on Ways and Means, and in addition to the Committee on Rules, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
