End-of-Year Fiscal Responsibility Act
This bill prohibits an executive agency from spending more in each of the last 2 months of a fiscal year than the agency's average monthly spending for the previous 10 months. The bill applies to obligations of discretionary appropriations and includes an exception for national security-related activities.
