Summary

This resolution condemns the military offensive launched by Azerbaijani and Turkish-backed forces on Artsakh and calls on all involved parties to honor cease-fire negotiations.

In addition, the resolution

urges the United States to withhold assistance to Azerbaijan until it ceases military operations in Artsakh,
enourages open communication between officials of Artsakh and the U.S. government, and
calls for the full participation of Artsakh in intergovernmental negotiations regarding its future.

(Artsakh is officially recognized as a part of Azerbaijan.)
