To amend the Water Resources Development Act of 1999 to direct the Secretary of the Army to develop a plan to address water resource problems in the Upper Mississippi River Basin, and for other purposes.
Upper Mississippi River Flood Control Act
This bill establishes additional requirements for the Department of the Army's plan to address water and land resource issues in the Upper Mississippi River Basin, such as by requiring the plan to include (1) determinations as to whether certain projects are eligible for federal funding, and (2) recommendations on funding alternatives through public-private partnerships.
