Simplifying Outdoor Access for Recreation Act or the SOAR Act
This bill sets forth and revises provisions regarding special recreation permits for use by individuals and groups to engage in recreational activities on federal recreational lands and waters.
The Department of the Interior and the Department of Agriculture (USDA) shall sell the America the Beautiful-the National Parks and Federal Recreational Lands Passes (1) at all Federal recreational lands and waters at which an entrance fee or a standard amenity recreation fee is charged where feasible to do so; (2) at such other locations considered appropriate and feasible.
The Forest Service and the Bureau of Land Management (BLM) shall carry out a program under which they shall (1) enhance private-sector volunteer programs; (2) actively promote private-sector volunteer opportunities; and (3) provide outreach to, and coordinate with, the private sector for such purposes.
Interior and USDA shall establish an interagency trail management plan to manage and maintain in a uniform manner trails that cross jurisdictional boundaries between federal land management agencies.
