Readable Legislation Act of 2019
This bill requires every bill or joint resolution that amends an existing section of any Act to do so by setting forth the entire section and showing the omissions and insertions proposed by appropriate typographical devices. A measure may not revise or amend any section of an Act by a mere reference to it.

A BILL
To amend chapter 2 of title 1, United States Code, to establish the
style for amending laws.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Readable Legislation Act of 2019''.
SEC. 2. AMENDING LAWS.
(a) In General.--Chapter 2 of title 1, United States Code, is
amended by adding at the end the following new section:
``Sec. 115. Amending laws
``No section of an Act shall be revised or amended by mere
reference to it. Every bill or joint resolution which amends an
existing section of any Act shall set forth the entire section, showing
the omissions and insertions proposed by appropriate typographical
devices.''.
(b) Conforming Amendment.--The table of sections at the beginning
of chapter 2 of title 1, United States Code, is amended by adding after
the item relating to section 114 the following new item:
``115. Amending laws.''.
SEC. 3. EFFECTIVE DATE.
This Act and the amendments made by it shall take effect on January
1, 2020.
