To prohibit cost of living adjustments in pay rates for Members of Congress unless the Secretary of Health and Human Services certifies that all citizens of the United States are enrolled in health insurance coverage that provides a package of benefits that is at least as comprehensive as the essential health benefits package described in the Patient Protection and Affordable Care Act.
No Health Care, No Raise Act
This bill allows an automatic pay adjustment for Members of Congress in a year only if the Department of Health and Human Services certifies that, as of October 1 of the previous year, all citizens are enrolled in health insurance coverage that provides essential health benefits.
