To amend titles XI and XIX of the Social Security Act to strengthen the Medicaid program in Puerto Rico, and for other purposes.
Puerto Rico Medicaid Act of 2019
This bill excludes Puerto Rico from the specified Medicaid Federal Medical Assistance Percentage (FMAP) of 55% for U.S. territories. Under current law, a state's FMAP is generally based on the state's per capita income and may range from 50% to 83%.
The bill also increases Medicaid funding for Puerto Rico beginning in FY2020.
