(Sec. 1) This joint resolution establishes an exception to the law that prohibits a person who has directly represented, aided, or advised a foreign entity in any trade negotiation, or trade dispute, with the United States from being appointed as U.S. Trade Representative (USTR) or as a Deputy USTR. The exception applies only to the first person appointed as USTR after the enactment of this joint resolution who served as Deputy USTR prior to the enactment of the Lobbying Disclosure Act of 1995.
