A bill to amend the Lobbying Disclosure Act of 1995 to require an individual to register as a lobbyist under such Act if the individual is employed or retained by a client for making more than one lobbying contact over a 2-year period and to treat legislative, political, and strategic counseling in support of lobbying contacts as lobbying activity under such Act, and for other purposes.
