A bill to establish State-Federal partnerships to provide students the opportunity to attain higher education as in-State public institutions of higher education without debt, to provide Federal Pell Grant eligibility to DREAMer students, to repeal suspension of eligibility under the Higher Education Act of 1965 for drug-related offenses, and for other purposes.
Debt-Free College Act of 2018
This bill requires the Department of Education to: (1) award grants for state-federal partnerships that provide debt-free college for students at certain institutions of higher education, and (2) allow federal financial aid for higher education to be given to dreamer students (students who entered the country when they were under the age of 16 and who meet certain educational criteria) or students convicted for the possession or sale of illegal drugs.
