To direct the Administrator of General Services to carry out a pilot program under which the Administrator shall enter into agreements for the construction, renovation, improvement, and lease of facilities in order to address the deferred capital backlog of the Department of Veterans Affairs, and for other purposes.
Performance-Based Building Act of 2018
This bill requires the General Services Administration (GSA) and the Department of Veterans Affairs (VA) to develop a pilot program under which the GSA may enter into agreements with non-government entities to ground-lease, finance, and execute improvements to identified VA facilities. Under the program, the GSA will leaseback the facility from the non-government entity for use by the VA, and the facility shall be operated and maintained by the non-government entity.
