To amend title 10, United States Code, to require the Secretary of Defense to consider the existence of qualified training programs of contractors in the award of certain contracts.

This bill requires Department of Defense (DOD) contracting officers, when evaluating offers to perform contracts greater than $25 million, to consider whether an offering entity provides training and development programs for its workforce that are consistent with DOD needs, including training through a qualified training program (e.g., a program eligible for funds under the Workforce Innovation and Opportunity Act).
