To prohibit the use of funds to return certain property and interests in property to the Government of the Russian Federation.

This bill prohibits funds made available to the Department of State or any other agency from being used to return to the government of the Russian Federation property and interests in property of such government that are blocked pursuant to Executive Order 13694, as amended by Executive Order 13757.

Such executive orders relate to blocking property of certain persons engaging in significant malicious cyber-enabled activities.
