Proposing an amendment to the Constitution of the United States to give States the authority to repeal Federal rules and regulations when the repeal is agreed to by the legislatures of two-thirds of the several States.

Constitutional Amendment

This joint resolution proposes a constitutional amendment authorizing states to repeal, in whole or in part, any presidential executive order, rule, regulation, other regulatory action, or administrative ruling issued by an agency or instrumentality of the United States when the legislatures of two-thirds of the states approve resolutions for this purpose that particularly describe the provisions to be repealed.
