Amending the Rules of the House of Representatives to prohibit the regulations promulgated by the Speaker to carry out the rule prohibiting admission to the Hall of the House by former House officials with business before Congress from providing an exemption for admission to the Hall for ceremonial or educational functions.
Amends Rule IV (The Hall of the House) of the Rules of the House of Representatives with respect to the prohibition against admission to the Hall of the House, and rooms leading to it, of former House officials with business before Congress.
Prohibits any regulations promulgated by the Speaker under the Rule from exempting from the prohibition even for ceremonial or educational functions any former Member, Delegate, Resident Commissioner, House Parliamentarian, elected House officer, or minority employee nominated as an elected House officer if the individual:
