To amend title 5, United States Code, to require publication of information pertaining to the persons participating in the rule making, and on the basis on which the rule is made, and for other purposes.
Regulatory Fingerprints Act of 2016
This bill requires a federal agency to include in each publication in the Federal Register pertaining to a rule: (1) the specific legal authority for the rule, and (2) the name and title of each agency officer or employee who participated in the rule making and each person performing any work pertaining to the rule under an agency contract.
Each such officer, employee, or person shall, during the the rule making period, file a report (which the agency shall make available online) of each financial transaction required to be reported by a person under the Ethics in Government Act of 1978.
