To amend title 5, United States Code, to limit the instances in which official time may be granted to employees of the Internal Revenue Service, and for other purposes.

This bill denies the Internal Revenue Service (IRS) authority to grant official time to:

• any IRS employee representing an exclusive representative in the negotiation of a collective bargaining agreement, or
• any employee in an appropriate unit represented by such an exclusive representative.
