Makes it out of order in the House of Representatives to consider a bill, joint resolution, or any other measure that includes a congressional earmark or limited tax or tariff benefit.
Makes a conforming amendment to Rule XXI (Restrictions on Certain Bills) of the Rules of the House of Representatives.
