Recognizes the 50th anniversary of the sinking of the U.S.S. Thresher (submarine) on April 10, 1963, as well as the loss of her gallant crew of sailors and civilians.
Expresses the deepest gratitude to all submariners on "eternal patrol" who are forever bound by their dedicated and honorable service to the United States.
