NLRB Freeze Act of 2013 - Declares that determinations made by National Labor Relations Board (NLRB) members constituting a quorum shall be void until a final judgment is entered in all cases pending before a federal court challenging the constitutionality of the appointment of Board members during a recess of the Senate.
