To extend the supplemental security income benefits program to Guam, the United States Virgin Islands, and American Samoa.

Amends part A (General Provisions) of title XI of the Social Security Act (SSA) to make residents of Guam, the Virgin Islands, and American Samoa eligible to participate in the Supplemental Security Income (SSI) program for the Aged, Blind, and Disabled under SSA title XVI.
