Soledad Canyon Settlement Act - (Sec. 3) Directs the Secretary of the Interior to offer to cancel Bureau of Land Management (BLM) mineral contracts CA-20139 and CA-22901 (located in Soledad Canyon, California) and compensate the contract holder for the cancellation with proceeds from the sale of certain lands near Victorville, California.
(Sec. 4) Requires the Secretary to provide to the applicable local land use authority a 30-day exclusive, preemptive right to purchase specified land located within its jurisdiction.
Withdraws affected areas from further mineral entry and leasing.
