To amend title 38, United States Code, to clarify that the estate of a deceased veteran may receive certain accrued benefits upon the death of the veteran, and for other purposes.

Provides for the payment of certain accrued benefits to the estate of a deceased veteran upon the veteran's death.

Directs the Secretary of Veterans Affairs (VA) to pay to the estate of Shelton Hickerson, formerly of Indianapolis, Indiana, the amount that the Secretary awarded to Hickerson upon his death but that was not payable to any survivor, or to the estate, of Hickerson.
