To prohibit the Federal Government from preventing a private business from operating during a Government shutdown on Federal property leased by the business from the Federal Government.
Allowing Commerce to Continue in the Event of Successive Shutdowns Act or the ACCESS Act - Prohibits any federal department or agency from preventing a private business from operating during a government shutdown (i.e., a lapse in appropriations due to a failure to enact a regular appropriations bill or continuing resolution) if the business is located on property leased by the business from the federal government.
