To amend the Federal Election Campaign Act of 1971 to apply the prohibition against the conversion of contributions to personal use to contributions to political committees, to clarify that contributions accepted by political committees may be used for authorized expenditures in connection with their political activities and for other lawful purposes, and for other purposes.
Clean Campaign Contributions Act of 2013 - Amends the Federal Election Campaign Act of 1971 with respect to the use of campaign contributions to: (1) apply the prohibition against the conversion to personal use of contributions accepted by candidates also to contributions accepted by political committees; and (2) allow the use of contributions accepted by political committees for authorized expenditures in connection with political activities.
