Prohibits an individual, or a survivor or beneficiary of an individual, who is convicted of a crime relating to theft of public money, perjury, or subornation of perjury, or who leaves the United States to avoid prosecution for a crime, from receiving federal retirement benefits. Denies such individuals interest on refunds of amounts contributed and deposits made to provide for such benefits.
