To provide that the President shall submit to Congress a report detailing the priority of Federal spending if the statutory debt limit is reached, and for other purposes.
Transparency on Prioritizing Spending Act - Requires the President, within 30 days after enactment of this Act, to report to Congress a list, in descending order of prioritization, of which federal obligations will be paid in the event that the U.S. public debt reaches the $16.394 trillion limit.
